The present alone is ours to deal with. Feeling sure that this address is long enough--of the kind--I shall take occasion to add a suggestion or two and then subside. The legislature which met last winter promised at one time to touch us up in four or five directions, but finally took beer and dropped the rest. The report of the legislative committee will give you their history and be of great interest to you. After the main work of this committee had been performed, along at the close of the session, there came up another bill which was full of mischief to us. It was known by the fair sounding title of the "Pure Food Bill." It passed the house before I discovered its significance. Briefly, the word "drug" is repeated in the bill some thirty times. We were to be put under the surveillance of the state dairy commission to a certain extent, the pharmacy commission, by inference, being incompetent to detect imparities in drugs. No provision in this act was made for keeping in stock, and for the sale of what is known as "commercial drugs," used in horse and cattle powders, etc. Under a penalty of from 825 to 8100 for the first offense and 8100 to 8500 for the second, every drug must come up to the U. S. P. standard. ...
